MONA BUCKLEY, MPA, CAE

GEBA President/CEO

Mona is a 30-year nonprofit association executive who, over the course of her career has served as the chief staff executive of four associations, as well as related foundations and a for-profit subsidiary.

Her professional experience includes serving as CEO of the Professional Insurance Marketing Association (PIMA) for 12 years. PIMA is the trade association for organizations providing association- and employer-sponsored insurance, financial, and other member benefits, products, and services. She also spent 15 years leading legal/bar association groups, serving members and the justice system. 

Mona has a reputation for a laser focus on member services and for driving strategy that grows member programs and expands mission impact.  She is an active member and leader of the American Society of Association Executives and has served on the board of directors of the University of Oregon Alumni Association and the National Association of Bar Executives. She earned a Master’s degree in Public Administration from Lewis & Clark College (Oregon) and a BA in Journalism from the University of Oregon.

Mona was raised in New York City and Ireland and her passport is her most prized possession–along with Oregon Ducks Rose Bowl and National Championship games memorabilia (even though they lost all three bowl games she attended).

Greg Klingler

GREG KLINGLER, CFP®, ChFEBCSM, FPASM

Director, Wealth Management

Greg joined GEBA in 2010. He began with GEBA as the Director of Products and Member Services. He has since transitioned to focusing solely on Wealth Management. Greg has been advising State and federal employees since 2003 and assisting them in maximizing their retirement plans. He has been in a management role since 2005, holding a number of titles including Mentor, Branch Manager, Compliance Officer, and Director. He specializes in retirement planning using pensions, survivor pensions, employer sponsored insurance, and retirement plans as well as portfolio analysis, estate planning, and college planning. Greg has been featured on Federal New Radio, WBFF, WBAL, and Maryland Public Television to discuss varying financial topics. Greg has also authored and contributed to articles for Federal Soup, FedSmith, Barron’s, and Washington Blade.

Greg is married and has two beautiful daughters. He lives in Anne Arundel County.

Kateri Turner

KATERI TURNER, CFP®, ChFC®, ChFEBCSM

Financial Advisor

Kateri joined GEBA in 2016. She began her career in finance working at TIAA-CREF and the Federal Reserve System. As a CERTIFIED FINANCIAL PLANNER™ professional, Kateri is well versed in all aspects of personal finance. She believes that it is important to take a holistic approach to wealth management that includes savings, investments, insurance, retirement income, estate planning, and tax diversification. Kateri enjoys assisting members who are retiring, and finds great joy in developing long term financial planning relationships.

Kateri is a military spouse, has two grown sons, and lives in the Annapolis area. She likes traveling and watching Navy football.

CHRIS FAGIOLO, FRCSM, ChFEBCSM

Financial Advisor

Chris joined GEBA in 2008. He began his career in the insurance and financial services industries in 2001. He has extensive experience in asset management, TSP/401(k) allocations, financial planning, and insurance and retirement planning. Chris’ experience allows him to conduct comprehensive reviews for GEBA members. He believes in listening to our members’ dreams and goals, evaluating their current plan of action, and then making unbiased recommendations.

Chris is married and has two children. He is a lifelong resident of Anne Arundel County. He enjoys playing golf and hockey, and coaching his children’s sports teams.

Eric Edwards

ERIC EDWARDS, FRCSM

Financial Advisor

Eric joined GEBA in 2020. Eric began his career in the financial services industry in 2005 after having found great joy in helping his parents with their finances. He wanted to help more people navigate the complex decisions of financial planning. Deeply committed to the financial well-being of the people he serves, Eric listens to their needs and concerns and partners with them to develop the most suitable financial and insurance strategy for their unique circumstances.

Eric is a Marine Corps veteran who was born and raised in Baltimore City. Eric currently lives in Baltimore County with his wife and two daughters. He enjoys game nights with family and friends, as well as mentoring children and young adults within his community.

VICTOR CONCHA, ChFEBCSM

Financial Advisor

Victor joined GEBA in late 2020.  He began his career in Asset Management working for PNC Institutional Investments as a Financial Analyst in 2008.  In 2012 he moved to Baltimore, MD to join the PNC Wealth Management team as one of their Wealth Management Associates and was quickly promoted to Private Banking Advisor.  His passion for helping clients and holistic financial planning led him to TIAA, where he worked as Wealth Management Advisor for the last couple of years.  At TIAA, he was responsible for building and maintaining strong meaningful relationships with clients and assisting them with retirement, investment, estate, and incapacity planning. 

Victor currently lives in Howard County with his wife and two kids. He enjoys traveling, cooking, football, and spending time with family and friends.

Kimberly Smith

Kimberly Smith

Financial Advisor Assistant

Kimberly joined GEBA in 2018 as a Financial Advisor Assistant. With a passion for finance and a desire to learn and teach, Kimberly works with members to meet their financial goals as part of the GEBA Wealth Management team. She strives to help members through knowledge and genuine caring for their well-being. As the spouse of a retired military personnel, she has firsthand experience of the complexities of federal employees’ benefits.

Kimberly, proud mom to two college students, lives in Howard County. She enjoys traveling, admiring architecture, and experiencing nature.
